Since taking office, Sheriff Rosie Rivera has focused on keeping our communities safe and delivering results. From improving jail operations, to rebuilding law enforcement services, she has taken action to improve public safety across Salt Lake County.
IMPROVING JAIL OPERATIONS
Rosie first took office at a time when the jail faced serious staffing shortages and long-standing capacity challenges. She took immediate action to stabilize operations, improve safety, and strengthen staffing levels across the office.

Ended booking restrictions so law enforcement can book individuals into the jail regardless of charge

Rebuilt and retained correctional sworn and civilian staffing levels

Spearheaded legislation to lower the correctional officer hiring age to 19 to expand recruitment

Maintained accreditation from National Commission on Correctional Health Care
Rosie also prioritized expanding programs, services, and partnerships that support rehabilitation, mental health, and successful reentry. Under her leadership, the Sheriff’s Office has strengthened resources that help individuals build stability, develop life skills, and reduce recidivism.

Implemented the Medication Assisted Treatment (MAT) program to support recovery and reduce repeat offenses

Increased access to mental health care by expanding the number of mental health providers in the jail

Strengthened reentry support by partnering with the County to establish the Jail Resource and Reentry Program, which connects individuals leaving the jail with critical resources

Expanded programs that build life skills and prepare individuals for daily life after release

Supported the implementation of the Pillows for Prisoners program

Expanded the Jail Horticulture program to build life skills, including planting and harvesting a garden at the jail, selling produce at farmers markets, and providing fresh produce to County Senior Centers

Launched the Fresh Start Cafe vocational training program to provide hands-on job training and real-world experience that helps individuals build skills for employment after release
For more than 20 years, the jail operated without sufficient capacity. Rosie worked with county officials to secure funding to reopen the remaining beds at the Oxbow Jail, allowing the Sheriff’s Office to end overcrowding releases in 2025.
STRENGTHENING LAW ENFORCEMENT SERVICES
Rosie reestablished the Law Enforcement Bureau, expanding services in unincorporated Salt Lake County and strengthening countywide operations.

Restored Sheriff's Office patrol services in unincorporated areas, including the canyons

Expanded countywide units, including the Metro Gang Unit, Violent Fugitive Apprehension Strike Team, Forensics, Drone Unit, and Search and Rescue

Improved coordination across agencies to strengthen response and investigations

Implemented threat assessment processes to protect courts, elected officials, and county employees
SUPPORTING EMPLOYEES
Rosie knows public safety starts with a strong workforce and prioritizes supporting her employees.

Established a peer support program to support the mental health and wellness of employees and their families

Maintains open communications and works collaboratively with employee unions to address concerns and ensure employee voices are reflected in decision-making
